Sir Evan Spicer DL, JP (1849 – 1937) was a partner in a family business – James Spicer & Sons Limited paper manufacturer and a British Liberal and London Progressive politician who served for 30 years on the London County Council.

The British MP Harriet Harman is a relative.

The William Orpen painting was mistakenly listed as c.1930 but Spicer does not look 20+ years older than he is in this photo which is c.1906.

UPDATE: The painting is listed in Orpen’s studio book as 1908.
